Does anyone else ever send missions of pirates to a friendly world just for leveldriving? I'd like be able to designate myself as the target of a pirate mission (but not necessarily bounty).

Try this: 1.) copy a titan's .entity into your mod and rename it. 2.) open in editor (I like notepad ++) 3.) open a capship file as well. 4.) scroll through the two files and notice where they differ. Examples: entityType, Prerequisites, UpgradeTypeCount 5.) edit the new titan file to emulate the capital ship, remove upgrades section for example.

I've noticed similar overabundances of scouts, not necessarily AR though. I've also seen the AI (TR) patrolling the rim of his territory while I bomb his homeworld(s). His titan never came to the rescue; oddly enough, it jumped to my home star and leveled to 10 off my AI partner, who sent regular sorties through the star.

Heh, I ordered up about 42 useless squadrons before I noticed this was happening. Then, I forgot and wasted 3 more. Now I decide on a per-map basis whether or not to tech it. Advanced NME Warheads only requires 1 level of predecessor (NME Warheads). It should require two, since the second builds off of the first.
