Captured and arcane outposts are about %50 likely to spawn roads. I'm not yet sure what the determining factor is.

I'm still getting black squares during the "Hunt the Garrote" quest, specifically when the Garrote's lair is created (after killing the slags). So while my shards look fine after the last patch, the problem isn't entirely solved. Is that worth a new Bug post?
