Does anyone else get FE 1.32 crashes so profound that you can't even kill 'em with Task Manager? 'Cause rebooting gets old.

I've had two things that seem like bugs. -Altar offered me 700 gilders to go to war with Resoln, but when I clicked on it, I was at war but didn't have 700 gilders. I thought Altar was more, like, goody-goody and honest than that. -There was a city with a pack of heroes inside the city, and also a small blob of heroes in the city environs but not inside. How -- if it's possible -- do I change the spells I have running on a city? I don't see any way to stop one that's running, and when I try to cast another it tells me the city doesn't have enough Essence. It seems rough when I finally got the hammer spell a large number of turns in.
I'm not sure of the mechanics of the upgraded / nonstandard mounts produced by some quests, but a building that allows a small number of those to be available to heroes would be desirable.
How do you get Storm Dragons?
Sorry; I saw that, but then when I'm choosing buildings I can't see what option / mouse flourish allows you to decide where it gets built.
How do you choose where to build the next building?
