No idea.. the version of rom i run is 2.8 without issue. Try downloading the older version would be my suggestion. Looking at the links for both i notice that 2.92 is about half the size of 2.8... maybe its meant to be an update or something. And just so you know.. ALL the files should be in the BTS mods folder.. in a folder marked Rise of mandkind or rom. Placing them in different folders are likely to cause issues. For instance for me all the ROM files are in C:\Program File

ya the betas require connection. Release versions don't. My connection has been acting up lately so i haven't even bothered with newest batch of beta patches.
You may have to reset your firewall to allow elemental. Everytime you update it it counts as a diff program and usually you have to set a new rule for it since its a totally diff exe . Normally elemental doesn't require internet .. however the beta patches do. Or if you want you can just revert to the latest release version instead of using a beta patch by unchecking "show pre-re

I would be excited about this.. if they had decided to support win xp in the frostbite 2 engine. I'll be passing on this until I decide the benefits of upgrading my OS are worth the price. (probably never with the going price of non OEM windows)
Arma2/OA combined ops. I personally think it would fit most of your criteria.. tons of weapons(the original arma 2 had 73.. OA and the DLCs added more so its over 100) with pretty realistic ballistics for each (meaning each gun is different, different bullet drop penetration etc) arma 2/OA is pretty nifty. Most of the maps are huge regional maps(Chernarus is 225 km 2 and Takistan is 164 km2) though so its certainly not primarly urban although there are urban cent

The only scripting language i'm fluent in is nwscript.. which is similar in form to angelscript from what i see(prob cause both are based on C++). Python Is a pain in the rear to deal with imho and i've never touched Lua. Come to think of it.. anything but python is my preference lol
