I've stopped modding altogether, mainly because of the frustration of modding. Nothing really got fixed since WoM modding wise, and it's just too damn frustrating to mod for. In fact, it kind of killed my desire to play the game a little bit, which is a shame because FE is way better than WoM.
Android has some issues of its own (like only playing MP4s, not AVI or DIVX formats). Are you sure about this? I'm fairly certain Android can play more than MP4s. I copied what you had there into a blank xml file, and it worked for me. How are you creating the xml file? It may have something to do with that. Try creating it with notepad++.

Did you set the mod directory? In the File drop down menu, select Mod Directory. Point it to the directory where that xml file resides.
HF: I'm working on the faction creator part of my editor, and wondered if you could update the abilities for your factions. For faction traits, I need some way to read them in. In the core files, I search for the AbilityBonusType of Player. This won't work in the Stormworld case, becasue none of them have that tag. Would you perhaps mind adding a tag, so that I can scan for it? Something like Faction</ModAbility&

I suggest adding eUtil to the list of tags. This would signify things like the Quest Editor, the Race editor, elemnterra (if he ever releases an FE version).
