Is your computer working fine otherwise? Sometimes weird anomalies can be caused by problems with your system. You can always post your debug files for the devs to look at.

However if you want to provide a mod to others you will need to copy the whole hero unit definition to the mod folder and make it exactly how you want it. I think Trade Treaties increase both side's income by 10%, and raise relations. Economic Treaties only raise the capital's income by 10% and produce the caravans. Caravans eventually improve the roads (or something like that) which may result in better bonus? I'm sure some other people will chime in.

I've seen the Fire guy outside his domain too. I think any boss or wildland monster can leave their wildland, making any wildland with boss or "defeat all monsters" requirement impossible to clear.
As far as abilities go, Maul is an ability that extends a normal attack, rather than being a special attack in itself. Unlike a special ability that doesn't cause counterattacks and doesn't get a second chance (unless that ability specifically allows for it), Maul is functionally an ability that Extends Regular Attacks rather than being a special attack in itself. So it's a case of Attack -> If hit -> Maul -> If hit -> Maul etc. -> if doesn't hit -
I rarely use Steal Spirit now I use the Monuments mod - champs can actually level up to decent levels once you have a few of the XP buildings up. And if nothing else, you can level up L1 units as Commanders for the passive bonuses that are a lot more powerful when you don't have to risk combat to get them.
The spawn level (ie. which heroes can be spawned at each fame level) is kept in CoreGameEvents.xml in Data\English (from the main installation directory). When the number is -1, any hero can spawn. As of now the problem is that no higher level heroes have been created. You would need to create champions with a higher spawn level and then edit the CoreGameEvents.xml file to have those higher level heroes come up. I'm not sure if you can change the CoreGameEvents.x
For forum threads, you need to check the "Subscribe to this post" option and the "Email me when someone replies" option. I think the default is for threads you reply to threads to go in the Subscriptions page (but not for new threads), but to get an email update, you need to check that option too when you reply or start a new thread. Well there are online options like LastPass (which admittedly have had some problems which I think have been fixed up), and a home program called KeePass where you store your passwords on your home computer in a (somewhat) encrypted form. I know that LastPass uses a master password, I think KeePass uses one too.
When there are no more traits left to pick there is nothing more to gain from levelling up apart from the standard per level bonuses and per level bonuses from traits. Even if you changed the files, the save files contain the old information. I would suggest levelling up some other heroes. =)
If a battle loot item can't be picked up (and this may include defensive battles like defending a town, not sure) the items always get teleported to the sov.

Yes, as has been said, not all DLCs have to be $5. This one could have been less (but 50 new non-gag items is really needed to make it worth $5).
Have you added 1 to the Fear Ability? It was fixed in vanilla LH so that it lasted three turns, but that has been overrided by the setting in your mod. 3 has it apply for three turns, but you need to have 1 for it to actually skip a turn three turns in a row if you didn't resist. I am using an edited version of 1.3a (with the 1.3b changes for the loot pack being added manually)
AFAIK, the only stats which are boosted automatically by city levels are research, production and gildar income (different ratios for different city types). Grain, materials and essence do not increase automatically.
As far as I know, all champions at a particular fame milestone that are allowed to spawn have the same chance to swawn. There is an NPC Spawn Likelihood (or something like that) and for all heroes who can appear at fame milestones the likelihood is always maximum (100).
Yes, Bosses and other Wildland monsters can definitely leave their areas, and if they are killed outside their areas, you don't get credit for killing them.
EDIT: Actually I'm certain. Potions from the Herbalist line are only available in the ZOC of the city that has the building. I know this because the potion that restores 1 hero wound is only available on the outskirts of the Conclave city that has the Alchemy Lab. I'm pretty sure things like Scroll Scribes etc. only allow you to buy their stuff in the city they're in. (AFAIK, each square in your ZoC is considered to be owned by only one city.)
