One more good vote. I would have voted very good if it was there, since I gave a good last time, and this is definitely a step better. I can't quite give it excellent, since I could see a fair number of bugs and had a crash or two, and to me excellent should only be given if it really rivals all the big 4x games out there. E:FE feels like it should be excellent by the time that the polish is in place, and every new beta is a big leap forward, so it should get there. Ta

Looked good, always love the updates. I wondered a bit about the war, and why Tarth won. Was it just a lucky start vs unlucky start situation and then a bad judgement to dec war? Was it that Tarth had totally invested in war based techs vs more civ techs by Frogboy? Just curious since an early loss like that seems like the player should still have made bad decisions to lose, but the AAR seems a bit more like Tarth was just overpowering vs the player in the beginning.</
Yup, everything looks good to go. Sounds like you should have some nice things that you can morph into a more power gaming build later on. Shogun 2 isn't terribly demanding, you should be good to go with any midrange card nowadays if you wanted to max out its graphics. Enjoy the build!
On your main worry, the Sleep and Hibernate functions are going to be controlled by the BIOS on the motherboard. Look for motherboards that say 'Certified for Windows 7' on them, or if that fails, if you can find a manual or a list of BIOS functions for the motherboard, the necessary functions are S3 - Suspend to RAM (Sleep) and S4 Suspend to Disk (Hibernate). You might need transit to get gas/ coal to the power plant, but the OP allows for that. I noticed on a few in the last world I played that the borders wouldn't clear until after I had finished the objective AND had fully scouted every part of the wildland (fully revealing all tiles). Sounds like some people have done that and are still bugged, but at least for me it helped clear 2 wildlands that I had killed/finished everything but the borders wouldn't go away.
I also have this issue; FE .90 and .91, crashes any time I try to enter diplomacy. Never modded, install from patch. The suggested fix of deleting C:\ProgramData\Stardock\Elemental - Fallen Enchantress\Screens as a directory worked, and diplomacy seems to be running properly now under limited testing. Before I head to the new version, a few bugs I found in 0.90: The most annoying one I found seems to occur with counterattacks when you have a damage dealing aura up (like mantle of fire). The enemy attacks you, and will die to the aura, then you counterattack, killing it again. The battle then locks up about 75% of the time, the only option is to autoresolve and discover some fairly different results, with units dying rather than the flawless victory you ea

There's also a few things about that rig that make me think "overclocking attempt machine" - ie fan controllers, aftermarket cooler, huge wattage psu, the specific cpu used in the build. If its important to you, I'd investigate if it was used for that, as overclocking would have voided any manufacturer warranties (whether the manufacturers would know or not is a different beast). More farming village. I'm not sure if the current AI counters raised mountains, but small cities could be more prone to being fenced in by them under the new system. One of the early lore/codex entries tells you where Harbinger is - *very minor spoiler* - its the main Reaper assaulting earth. So its there, just not thrust in your face as much. I actually think ME3 is probably the best of the series for the most part (not so much the end, I really think there will be a DLC expansion of the end). The combat is especially more refined. A lot more flanking, more emphasis on movement, elevations, different tactics for different units.
I think killing off enemy champions is a tactic everyone uses, if nothing else to prevent the AI from getting them later on. So I'd agree that the champs need a bit of help. Plus I occasionally see wandering monsters (not even the big baddies, but like bears or ruffians) taking out an unrecruited champion. Which always feels sad.
