I continue to get this as well, as I have since beta 2 IIRC when it first showed up, almost every time (maybe twice out of 10 it didn't occur, since 1.06). My comp stats/error report/etc were reported during beta so won't repeat them here (quick basics -- win7 x64, gtx 260, recent drivers, i7 920). Assuming I remember correctly, the last version of 'beta' had increasing cost for successive cities. Release had that removed. During beta there was a lot of discussion of limiting city spam, of not having Elemental reward the typical 'city spam' strategy. Setting: large map, second hardest difficulty, all 5 fallen foes Me: custom sov (15 int/wis, going caster not melee), Altair faction, trying just 1 city (might get a few more from captures later in the game, but would raze most and only keep total cities to 3 at the most), using spells and heroes and progeny to win.
