It does not only happen on "higher" difficulties. On normal, all AI sovereigns happily start with merchant, path of warrior and in some games, strength for inexplicable reasons.

It appears that all my new settlements start with 1 population. Is there a trait or technology that I can start new settlement with 30 population just like Kingdom of Altar AI manages to do?
Also a bug: AI loves to build watchtowers on quest huts. This should not be possible.
I started a normal difficulty game and found all AI sovereigns having merchant, path of warrior and strength in addition to their normal starting abilities. When they reach level 4, they have two paths. Is this intentional?
