[0.915][Bug]AI found free additional capital city and a few more

There are a few obvious bugs:

1. The Altarian will found its second city somewhere in the center of the map, close to the panther next turn (just push end turn). The only problem is, it will found its second city with 30 population AND without spending the pioneer. It is getting a free second capital city.

2. AI built several watch towers on quest huts. 

3. AI sovereign gets several free traits and now they have more than one path. I'm not sure if it is a bug or a design choice.

Also the game appears to still have memory leak problem when loading save games. Mapped terrain features (huts, resources) some times disappear, and boarder sometimes fails to draw.
