I love the idea of governership for heroes. Maybe for balance sake we could use the abilaty like feats in D&D. You only get a abillaty upgrade every third level (starting with level 1, in wich i mean the starting abillaty). A drawback could also be used, like the city is in mourning and can't produce/train anything for each level the hero has when it dies. Also the idea of training in a city is also great.
