I quite like the idea of the stargates, to balance them out you could have the mana upkeep per turn scale in proportion with the distance between the two gates, that way you'd have the advantage reflected in their cost and things wouldn't get out of hand. This would also potentially give some interesting tactical decisions; do you set up a gate right to the outer reaches of your empire? Or a more sustainable gate which only goes half that way? .. there's no reason the proportional upkeep cost
