They also seem to have some kind of defense malus, they have less defense than other units with equal armor. It's especially egregious with the Fallen peasants, whose massive hp (13) turns into some 70 hp per head with shock trooper training and a levelup.

You'll need to research the logistics line of techs. They allow you to group soldiers as a single unit, effectively multiplying their attributes. A unit of 9 peasants armed with boar spears, for instance, would have an attack of 81 and 45 hp at a cost of 72 gold and 18 material and only requires 4 warfare. Empire and Kingdom can recruit different monstrous creatures - Demons against Dragons, for instance. The Fallen have a special unit called scion, but for the moment it isn't even close to worth its cost.

How about morally ambigious vs morally ambigious? As a sandbox game, there is no reason to restrict any faction to "good actions" or "evil actions" only. If it is a matter of appearance, then why should that be the sole judge for if a people is evil or good?

I still prefer the original AoW's campaign. It was brilliant, in many ways. The first mission in the "evil campaign" had you assassinating the elven queen. You had 6 points in the storyline where you could choose different, unique, campaign paths with their own missions. I don't think there will a mechanic which allows opposing forces to stay in the same tile, but a general mechanic which increases civilian unrest near battlefield or close to where enemy forces are stationed? What defines a city and what defines a village? Size, mostly. It makes sense that you would need to settle at a resource to obtain it, though horses in particular seem odd if they are constrained to single tiles on the map... Animals can't breed or be relocated, huh? Still just a gameplay mechanic, there's plenty of ways to solve gameplay issues.
