I remember vaguely that way back in time Brad said they were working on an official way to sell on your games through impulse. Said they might not make any money through re-sales but more people would be willing to try out a game in the first place if they can make some money back by selling it on if they don't like it. Look, it's already nominated in the strategy section, so you don't have debate whether it's enough of an RTS now. You just need to judge whether it's better than the other nominees.
