On the subject of rich and poor, if you weren't allowed to upgrade, you'd end up with slums in the middle of your city. Very realistic [e digicons]:D[/e] . Then, if you're feeling heartless, you could raze your slums to the ground and build mansions all over it. Another proposal is that you have some kind of partial auto-upgrade, where you can build any type of house anywhere, but houses near schools/markets or your palace get upgraded with the increasing prestige of your city.
The only problem that I can see with the suggestion is that the housing doesn't directly upgrade. I seem to remember that estates, for example, held fewer population but brought more prestige than houses. Please correct me if I'm wrong. Gameplay note: Why would you destroy the huts?
I wouldn't call Halo a "giant" of science fiction. It doesn't even compare to Heinlein, Asimov, H.G. Wells, Arthur C. Clarke, Star Trek... It's a video game giant, not a science fiction giant. The books aren't even a blip on the radar.
Anno 1404 (Dawn of Discovery) had a system a bit like the one that you are suggesting. There was an "honor" resource, that you got for completing quests for other players, and could spend to get unique items or unlock trade commodities. The part that I think you'd be interested in is that on the diplomacy screen you could send players money in order to buy honor, use some honor to get money, or spend honor to summon a fleet from an ally. left 4 dead is the best one on the list, i think (though I haven't played diablo, so I can't judge that) There's a lot of "Picking up a gun and blowing the brains out of everything that moves" though (especially in the 2nd one, where they upped the gore). I don't really see how saving your resources is being lazy. Or how spending them is "hard working." I myself usually save resources for a reason, like spending them later...
In general I prefer the stockpiling system, but I think your fears about the big stuff are misplaced. Big projects can still be undertaken with the flow system, they just take longer as the resources going into them per turn are reduced. The part that I don't like is that constant construction is encouraged. You can't possibly have a fast buildup to a war, because you have no stockpile to draw on beyond your current resource budget. You can't save any kind of buffer for the lean times, either

As of the time of writing, 5/10 of the "recent posts" on the elemental forums frontpage (https://forums.elementalgame.com/) is forum games. This seems to me to be excessive. Can we get them out of the recent posts list somehow?
Do you know yet what the format of the single player campaign will be? For example, age of empires style, where you spend some time on one map, then move onto the next, or all on one big map, with important events taking place on the same worldmap?
