Lol, thanks for figuring out why my items weren't ending up in the general item pool! For items, armor and accessories use 200 but weapons use 250 . I think the weapons have the wrong tag. I never get random weapons in games.
I believe the likelihood is the only thing that matters, the rarity is only for tooltip colours and "visual" cues. Try setting it to level 3 instead to see if it always appears. Level 2 is path choices only, as you can see. My reason is that if you pick only one path you should be running out of paths around level 9.

As a general guideline, for melee champions, I would like to see them balance approximately to a normal unit trained from a city. In the beginning of the game, that's 3 club-wielding peasants. At the end-game, it's 9 heavily armoured knights.
One very annoying feature in FE and E:wom is the irrational way pop-ups appear. I'm sure everyone has this happen to them. Maybe your research queue is empty, so you get the pop-up to start a research. When you click it, instantly a combat pop-up pops up and you go to combat. All these different pop-ups need some sort of queue system so they come in a specific order that makes sense to the player.
Opt out is requirement. Game does not need more popups between turns.

It's all about chasing goodiehuts in the beginning of the game, and quests in mid- and late-game.
First, already +8str is gamebreaking. Then there's books. And I'm telling you, in the long games, you get most of these random accessory items. If you want to set a limit to say 5 or 6 items, then you won't see the limit in your short games. But I get 25 items in one inventory and I equip most. And that turns a strong character into an ubergod.
You can get more than 3 by wearing more than 1 item. There are multiple items that boost the same stat. Ex band of might + band of the berserker = 8 str.
D'oh... so many FE posts at the moment, they just zoom past. Didn't notice it was in PC gaming.
It matters a lot later in the game. Any mechanic that allows you to load 10-20 extra of every stat into a single character needs to be changed.

It's pretty damn pressing, since no matter the balance you can create an ubergod with infinite items.
