The only issue with making it a part of the city screen is that how a resource is built depends on if it's within the city limits (it's surrounded by the wall). If it's a part of the city, it will take up space and use the city queue. If it's outside, it will use it's own queue independent of the city.

Food is global. As long as you're making extra food somewhere, any city can use it. So any outpost can grow to any size as long as you're willing to build the huts and have to food to support it. It doesn't need food next to it at all if you want.

I depends on the map for me. Sometimes, I see adventure levels jump really fast; other times, it stays low for some time. Likewise, when I have 4 cities, I may see an AI with two or even just their starter (and it's not a minor), possibly from pioneers getting beat down. So some games progress faster than others.
The important part is hills and forests as well as beaches. Some of the forest and beaches on some maps can be -very- difficult to distinguish from buildable land since the dead trees are so sparse. Thus it may look like it's clear even when it's not. Mouse over the terrain and look at the terrain box or canvas look to check. Resource nodes can be helpful in this case as if you link them into the city walls, you can then build off the resource instead of a city improvement.
The leader of an army is the person you click to move on to when you first stack them up. Unit A and Unit B are standing side by side. I select Unit B and move him onto Unit A. Unit A becomes the leader. The Sovereign is always the leader if he or she is in a group.
As far as standing fast, if it were smart, it would simply out wait the player. Which isn't fun either. I suppose one way to resolve this is if combat goes on for too long without something happening, it's a draw.
Technology wise, it's easily done and possible. Other reasons though, I suppose how much you tweak and use it as a base. If you just do one or two things or whatever, use the same textures, etc, then there may be some minor troubles involved. If you really change things up, use your own textures, etc, then it should be fine as you'd be doing little more than 'sketching' it out in Spore. Dominate takes mana. So the unit needs to be imbued. Kinda silly as if a unit is generated with a mana ability, it should at least have enough mana to use it once.

Yeah, kinda seems like after a certain point, the low level stuff stops spawning and gets 'saved' until you trigger some of the higher ones. At which point, BAM! the backlog pops in.
To be fair, a hex grid being equidistant in any direction only matters if you're trying to represent some distance in real life. In a game especially, it doesn't actually matter how physically far you're moving because it's an arbitrary measurement anyway. Whether you move 1 unit in one direction, it doesn't matter if it's hex or square or 1 mile. It's just one unit and doesn't really affect movement or much of anything. Food needs to be farmed from fertile grounds and other food sources. Unlike other resources, it is zero sum - you don't accumulate it.
How many polys is it? If it's over a few thousand, I'd highly recommend trimming it down/optimizing it. Heck, even if it isn't, I'd still optimize it so it plays well with others better.
Notables are also called goodie huts and other things. It's basically anything that isn't a Quest or an Adventurer/Creature.
Yeah. I've had shards pop up, all sorts of notables/chests/etc. As I'm somewhat aggressive in terms of land grabbing, it eventualyl means I have a backlog of stuff in my own lands to explore. It's funny if a little odd at times. I only wish I had found more champions before hand so I could clean them up faster.
