It is not just Dark Sorcerer (which is now marked as 'Epic' properly.) For example, in one of my very late game, my sov, who is Life-Water-Air Archmage with some additional spells gained from quests, is still 'weak'. By looks of it, he is. He has some Hp, but very low attack damage with just dagger and ok-ish armor. So the game labeled him as 'weak'. The problem is he is not '

IF WoM is 60, FE would be either 75~85, but not quite 90. And Xia, it is not because dev listened to city spam problem. It is their solutions which are utterly broken that made matter far worse.
With recent patch, the early game slows down a bit and some of the improvements got nerfed as well. .... The result is even more hardcore pioneer spam. I am playing mostly on hard~expert difficulty, and the importance of getting many cities as possible is far more important. The reasons are follows. 1.) Slower and longer build speed means I need more multiple production cities = need moar cities
I must remind you guys that there is NO inventory system on new XCOM as well... It's really console-oriented game. Don't even bother and buy Xenonauts if you want to play truly modernized XCOM.

Pioneer spam is the biggest problem of this game at current version. I really don't think forcing AI to build less pioneers is the solution to this problem; it will only makes game easier since spamming pioneer no tomorrow is literally only viable tactic for early to mid game. After the dog-wolf quest and horse quest (and some other small quests like rat-killing quest) I just cannot find quests on maps anymore. Even with having kingdom that covering about 1/3 of the "large" map, there are only 2 quests available within my area. 1.) Quest giving places should respawn. You need shipyard and the city has to be next to water. When you spawn ships you should click water for destination, otherwise the game will glitch. And yes transport works. You can put armies and sail across the water.

Elemental has proper tactical battle 'screen' (or you can call it 'window') unlike in CiV series where Sid himself rejected such idea. ....More thinking of it, the reason why Civ5 is in such mess is that it does not have proper tactical battle system thanks to Sid (as Sulla pointed out, with 1up system the whole game had to be dumbed down.)

You have to build a city. Sov alone is already very weak. Build a city -> working on buildings to bring resources -> build armies -> explore.
