There's no really good reason to use Python 3 yet. Way too much stuff still doesn't work with it (Boost.Python might be very relevant here). Yeah, I like how it handles strings and bytes, but there's very little you can do in Python 3.1 that you can't do in Python 2.6. Py3k has also benchmarked as substantially slower, which could be a major concern. Probably the only thing that newbies are going to trip over is the print statement (2.x) vs. function (3.x). It's somewhat deceptive to think of Python as an "easy" language for non-programmers. Its syntax is fairly simple, and the one-way-to-do-it principle is a massive improvement over the likes of Perl and Ruby. CGI alongside live action is really, really difficult to get right, even with enormous budgets and the latest technology. Definitely agree that population growth should entail gradual development and benefits, not just building up to discrete city level changes. Unrest? Meh. The entertainment structures in the game would facilitate such things, but managing population happiness always felt like pointless busywork in the Civ games. It hasn't been a particularly interesting game mechanic.
