I would like to have had some skills unlock as the unit gains veterancy. So at level 1, for sake of argument let's say it starts with something like: single direct fire shot with some combination of: range penalty, height or terrain or walls effects, object occlusion, and/or "move and shoot" penalties. Simulating a novice archer, taking direct aim the way he used to do at womp rats back on the farm. Level 2 unlocks indirect fire mode, avoiding light occluding

Indeed, a few small but fundamental changes to add complexity to tactical combat would improve the game a lot, and some kind of range/obstacle occlusion/towers & walls system for archers could be a part of that. As you say you've been a Stardock player in a past, a good analogy is the original vanilla version of GalCiv2. Huge step forward from its predecessor ( Elemental:WoM in this case) in terms of getting a strong foundation and getting most of the little things right. Yeah, damage from abilities (as opposed to regular "right click" attacks) doesn't seem to update right away. Another example that seems repeatable is the Path of The Warrior unlockable ability that does a double damage attack, the enemy hit bar doesn't actually decrement until later.
Hmmm... in that case I suggest doing it defending a city, rather than attacking, since that seems to be where we specifically have observed it. No, you're not the only one, it happens to me every time a city is attacked more than once in the same turn. I figured it was Working as intended (not that i think it's a good idea) In my case they would come back the next turn.
Tactical AI drakes etc will fireball themselves if they're adjacent to enemy units, potentially for massive self damage (and not in a way that made it seem like they were doing some good cost/reward analysis). Seen it several times now.

I don't think there's any way to combine groups. I hope I will be corrected. Movement and control of groups in this game has always been wonky. Your champions can level mountains, Rank 3 earth spell if I remember correctly, "Lower land" or so.
Yes, I love Fall from Heaven 2, and in particular the way balance is achieved by giving everyone "overpowered" abilities. But I'm still glad they tweaked things along the way that were so strong that they upset the design and flow of the game (the old version of pyre zombies come to mind).
