He used to show up for free and join you for free in beta... but back then we also downloaded data from SD's servers to play and didn't have the local data so who knows how that was done. If you just want a free champion, I'd open up one of the XMLs and see if defines a spawn percentage/tile distance variance, or some other spawn trigger. You might be able to make your own that spawns nearby at start and is free.

Yeah, the tooltip says 25%, and the value provided is 1.25. However, for the essence bonus stat the game treats the value as the actual percentage boost instead of a multiplier (like, if you have 16 essence and you multiply by 1.25, you will get 20 which is a 25% bonus). Since it does treat it as a straight percentage, it just adds 1.25% bonus to your total. Shards list the bonus value correctly, the temple does not.

Check out the mod library in the workshop ingame. Maps can get approved that way currently so people don't post them on the boards.
AFAIK, the "stacking" of tags is actually a bug that's being looked at. All the other data overwrites (which one takes priority isn't known yet), but the stuff inside the tags, which is basically all the damage numbers/calculations, stats, quest rewards, etc doesn't get overwritten so it ends up stacking. It's not supposed to.

In the past they've sent out mass mailers at a "major" update or expansion. Beyond that, it's your responsibility to keep up with patch notes. They're not going to be mass-mailing changelogs with every update.
