Honestly, two mages will trivialize just about any encounter using your strat or not. The AI cannot use magic to the same effect that a human can and many monster packs don't have the numbers pose much threat to a mage. That being said, Terror could be balanced by lowering the success rate, setting the cooldown to 99 (so you can use it once per turn for each unit), and by having some units being immune to it such as undead, elementals, etc... Based on the podcast it appears combat will be similar to GalCiv2, in that combat will be resolved automatically either way depending on your fleet makeup. I'm fine with this because I rather combat take place on the strategic layer like it did in GalCiv2 and the civilization games. Question: Does population matter in GalCiv3? I know they kinda brought this up in the podcast. Both FE and GalCiv, in my opinion, had a problem giving purpose to population other then troops (GalCiv3) to stabilize your economy. It was odd that research and production were basically automated factories and automated research facilities in the other games.
