There's already quests in the system, but yeah, things that develop your kingdom/empire as well as yourself would be the in line with a Sovereign trying to advance his/her agenda. There's also random events where you have to make a choice. Considering a morality system would be a little too close to Galactic Civilizations (we want Elemental, not a Gal Civ clone) and we've already divided between the kingdoms and empires, there are still choices that needed to be made. I think one thing that's missing badly from Elemental is the lack of random events. If we remember back to Galactic Civilizations, it these sorts of minor game-changing things that can make you shift your thinking, about how to avoid the worst of it or making use of it to your full advantage.
