It is left click I believe, but you are limited to a range of selections generating out from your city. IIRC, there will be slight green or red circles showing when you hover over areas while growing the city. You have to choose one of the green ones. If you were selecting a tile far from your city the game was probably just picking the closest tile to where your mouse cursor was located. I just went and tried it. I'd mostly been all over the 4x board in 2015... FE:LH, SK, GC3, Endless Legends, Civ5, Civ:BE, AoW3.
