Quick word on 1.11 AI declaring war and actually attacking: If the access to your territory is blocked by another AI (I.e. its influence seals off the access points to your territory), and you have been wardec'd by a third AI, the third AI will not violate the second AI's territory and will never send units to attack you. Improvements can be built (at least by the AI) on tiles that are occupied by enemy forces. Yes, in the first game each AI was set to challenging, and in the second the AI is set to Hard. I may do a test on Ridic as well. I also need to clarify that I've been playing with Mods only, and have not tried an unmodded version of the game (mad props to heavenfall ;D). Since I have not played unmodded, I don't know if it is any different, hence the question.
In my last epic style game with 7 opponents on a large map (ridic/callenge) with spawning monsters and the adventure pack mod, I encountered only 2 AI players after fully exploring the map by turn 400+. Tarth had 5 cities, and another faction had only 1 undeveloped city. No other AI's were encountered.
