I can't see the pic for some reason, but it might mean someone has cast a debuff spell on your city. Check your city details screen, and see if any negative enchantments are there.

I agree with the people who disagree about Raise/Lower land. Those spells should not be any cheaper. You should not be able to use them casually, at least until late in the game. I do also tend to think that Anti-City spells should be prohibitively priced, and not intended to be used until later in the game. If I recall, dialogue flavor was something that evolved over time with Gal Civ 2. The alien factions became much more entertaining with each expansion. So you probably have that to look forward to. I now demand there be a spell in the game called "Dagger of the Mind". I don't even care what it does. It could scald the rooves of their mouths with coffee that is too hot for all I care. Well, I tried. Shame we can't have more positive feedback posts that get as much attention as the critical ones. But I suppose that's the nature of the beast. While it is very important to deal with the issues the game has, I feel bad for being so critical all day, and not being able to dwell on all the ways the team's hard work is paying off. It's been suggested before. Thought I'd bring it back up as a fun way to address the persistent issue with the pushover AI factions. Other similar games have this feature. All the way back to EWOM, this series has only ever given me fleeting instances of feeling the need to build armies, or recruit many champions past my initial few. I wish I could upgrade outposts. But with the 3 turn production minimum, the new never ending production queue from having to queue every single thing on a map, including having to upgrade wild improvements through cities that aren't designed for production, there's simply no time. I don't even get halfway through my critical improvements by the end of game. The game would be several times over before I began to think about upgrading an outpost.

I only play large maps, and have been playing a combination of "challenging", and "hard" in .95. The last two games I've played have ended up with corrupted save game files, at between 100-150 turns in. I suspect If I played any of these maps long enough, eventually they would corrupt.
