To be honest i dont like the city building in the latest build. Before you could specialize cities and you really needed those gardens and houses. I liked it, because you need to make a decission. With the latest build you take that away. You can just build everything and i have so much free space i doubt the new techs add enough stuff to make me wish for more free tiles. There is also a bug (that i cant reproduce) which ends the game if you sovereign is killed near one of your cities. Not your last one, just anyone. I am still trying to reproduce it. Cant even do it with save games.

I will buy Civ5 for two reasons: 1) They made Civ4, which earns them a one buy sight unseen. I played too many hours this weekend, but had nothing else to do anyway. I had both Civics and Warfare reseached to lvl 30+ and found so many speed potions, my sovereign was zipping around the map with move 13, after which even more speed potions didnt add anything more. I guess it is working as intended. You should not be able to build all or even most of the buildings in each city AFAIK.
Go under options (upper left blue button)/preferences and mark 'show prerelease versions (Alpha/BETA)'. Hope it helps.
