Turn 268 on an immense map with well over 100 planets, I randomly have a planet—Horkenblatz I— where I cannot build the Fusion Power Plant (and yes, I have the technology to build fusion power plants ). Anyone have any idea what is going on here?

I just came back to GalCiv 3 after years away, and there is nothing in-game to indicate that population is maxed out at planet class. It would be really nice if I could delete/destroy/deconstruct/remove all of the useless cities I have built. It would have been even better if I didn't have to come here to the forums to find out about a fundamental fact of gameplay. So when you settle a new planet you sometimes get an ethical choice where you get a bonus of some kind if you pick the evil option. What does the "Starship" bonus give you?

In both screenshots Income is larger than Expenses so he has positive income. Also the Treasury number is in orange indicating it is below zero but going up. I believe Kyro has given the official Stardock response. Debt is capped at -2000. If you get below -2000 by say upgrading too many ships, you will be automatically brought back to -2000 next turn. A helpful 'cheat' at the easier levels I guess...
