The mod tools are not really supported. They'll probably improve but they're not designed for the casual user. They're the tools we use and we are familiar with their foibles.

For those of you interested in seeing in progress AI updates I've been working on over the holiday you can try the latest build here: https://dl.dropbox.com/u/8051911/FE-119frog.zip Just unzip the EXE into your FE directory. The biggest changes should be on larger maps. However, be on the look out for longer turn times since I've had the AI do more analysis to try to make it smarter.</

I've been working on the AI today to do better on larger maps. It'll make the turns take a bit longer but I think I've made substantial progress.

One other thing I would add: Whenever you see something you think the AI isn't consistently doing, like what Nick mentioned, go ahead and list it. At the very least, I can look into it better.

Thanks! It was something similar to this that was the issue that caused the AI to not defend its cities as well as it should. It checks to see if the city's defense is strong enough still if that unit leaves. If it is, then it posts a message to leave. The problem was, as soon as it felt it was strong enough, all the other units would leave too because of the timing between it checking for the unit to leave and the time it actually left.

Looking at that screenshot, I wonder... Here's what I'm thinking: When a player trades knowledge, it posts a message to the internal server to reduce the amount of knowledge it has. I am thinking that when the AI trades amongst itself, in a given turn, that that knowledge doesn't get subtracted because the message hasn't been processed.
