Issue with ship in the game in Galactic Civilizations III Stardock Forums

I have update 4 for Gal Civ 3 on Steam I had not played it in a very long time when I opened it last night I discover the following problem. Ships are showing up in the Designer with yellow dots with an exclamation symbol. No ships are showing up in the faction(s) shipyard build list. I have uninstalled but Steam is not installing the game correctly it is pausing every 50 or so Meg. Re-synching with the Steam workshop does no good. The ships where there until I did a radical uninstall
