Frogboy: First of all, it's not much to ask one or two employees to release balance patches at regular intervals. Many other developers do this. Second, certain problems break the game, such as the AI being unable to build farms. These are major bugs that must be fixed otherwise you are ripping off your customers. Instead of blaming your customers for mixed reviews, maybe ask yourself why the reviews are mixed. GC3 is just not on the same level as GC2, or Civ 5 or Civ 4. A

I just opted in to the 2.61 patch and noticed the AI finally building cities and farms. I've never seen the AI build a farm or city previous to 2.61. I didn't bother playing out a full game but rather colonized 4 planets and set them all to auto govern. The governor built farms and the megalopolis. I tested this before, many times, and the governor never built any farms or cities, so something has apparently changed.

Well, then! I am happy to report that the AI is at least building farms and the megalopolis, and I would expect it is also building cities as well. This makes me very happy. One problem, though. Did anyone else notice the Torians can't build the standard xeno farm? Or am I mistaken?
Okay I played about 25 games of 2.6 and never saw even one AI farm. If the AI can't build farms/cities, the game is broken. You say you haven't changed the AI's farm building behaviour in 2.61 so I'm very doubtful this problem has been fixed, but I'll opt in and try out a game and see what the AI does, then report back. I'll post savegame files, too, if need be.
Honestly I don't know how y'all are still playing this game since the AI is incapable of building cities. The game is boring when you have 10x the production and research of the AI because it is unable to grow its population. Edit - I just verified in 2.61 the AI is capable of building farms and cities.

Sorry, that's what I meant. I call the tiny hulls fighters and small hulls corvettes, just out of habit, but I shouldn't assume people will know what I mean :P
I'm not talking about carriers. I'm talking about fighters, at the beginning of the game. When you play on high difficulty, the AI attacks you around turn 50. You need a fleet by then. I don't mean you can start building a fleet on turn 50, I mean you need a fleet already built and ready to fight and a msb or two on your border, or you die.
Well, there you have it, that is exactly it. You won't win a game at 'incredible' or even 'genius' level without using a MSB. Anyway, game is broken right now as the AI can't use farms/cities. Seriously, you want to beat the game on the highest difficulty? All you need to do is build msb's for defence, then sit there and build cities to grow your population. I remember the AI in GC2 would grow its population. But then, now growing one's population is a 2 step process for most civs, one needs farms AND cities. Cities and morale buildings are all you need to win. The fact that this is out of balance is a problem on its own, but it's not the worst problem. Dunno what difficulty you guys are playing where you can win a peaceful game without military bases. Or any game for that matter. In games where I'm the warmonger, I usually build very few of them, and primarily to speed my ships up. In games where I'm building and defending, however, military star bases are the difference between winning and losing. Yes, as it stands right now, starting positions are out of whack. I've had games where I claim 15-20 planets without even trying all that hard (on a large map), where no one is near me. Then I've had games where I don't even have anywhere to send my 3rd colony ship because I'm surrounded by other civs and there are no planets left to claim.
Military starbases are your key to defender advantage. In Civilization, the defender gets faster healing on their territory, their cities can bombard enemy armies, etc, the defender has an advantage. In Galactic Civ you need a military starbase to achieve this. It's a "home turf" advantage. Early on in the game they boost the effectiveness of your ships by an ENORMOUS amount. I started off at Genius and have gotten the hang of it, so I upped the difficult to Incredible and that's where the trouble started. Now I've tested about a dozen games at both levels. At Genius, I see the AI has ships that get about 5-6 movement right at the beginning of the game, which should be impossible, but isn't too far ahead of what I could build, so I didn't notice it before.
