Playing as Korath, I couldn't even get the AI to buy a package with both Toxic Atmosphere techs after gifting them toxic planets. I'd think that a race with 1 non-toxic planet and a dozen toxic planets would be a little more excited about raising their production capabilities from 0% to 100% on the vast majority of their planets. Aquatic is sellable because of the 2% courage boost, which should probably be added to the other extreme colonization techs as well.
