True. though using UIS2 frames, the issue has completely disappeared for me. I'll go ahead and run System File Checker anyways.

Haha it's fine. I THINK I may have found a Fix, Haven't had the glitch happen again so far, could be wrong and it happens when I get back from work and resume from hibernate, just to troll me. Under "Settings" and checking "Do not use per pixel frames even if the style supplies them" seems to do the trick so far. I'll likely update if it didn't resolve this issue. If nothing breaks in the course of a few days, I'll update the OP and Title as a potential Fix. Probably was something so

Can't be a corrupt Filesystem, I've had this happen since a clean install, mostly dealt with it before coming this way. I've also reinstalled multiple times due to multiple HDD failures in a row (such luck) The glitch has also happened on the previous Installations as well. All win 7 x64 Professional, same with my laptop before I updated it to win 10, which so far hasn't seen this issue. Hello All, This is a very quick and simple Fix for broken Title bars you may have. An example Screenshot can be seen here. If you have this issue, All you have to do is go to Settings , and check " Do not use per pixel frames even if the style supplies them " Not sure why this was enabled by default, but checking that can fix the issue. a
