The military resource starbase can boost your attack and defence values by up to 15% I believe, so that could make quite a difference as well. Actually it can increase the attack and defense power by around 70% if it is fully outfitted.

It will center the map on the starbase, but the pop-up asking whether you want to fix it appears over the starbase, so you often can't tell what it is anyway. LOL

Darth Evanesce, you need to update your video driver. I also got many save game crashes when I first started playing the game, but updating the video driver seemed to fix it (For some reason). I don't know why the video driver is important to the save game feature, but it seemed to work for me. (Your driver is even older than mine was, and we both had ATI cards.) Go to www.ATI.com and download their newest RADEON driver.
Funding from unused military produciton is not spent. Funding from unused social produciton is spent regardless, except in the 1.1 beta where it is diverted to military spending. I'm not sure if I explained this correctly, but there is more infomation on this in the developers journals.
I have found that occasional planets, with common habitable make a game without too much micro-managing. But abundant everything can be a very fun game too, but only near the end game when you have massive fleets that you wouldn't be able to build otherwise. Is it possible that they have very long range sensors in addition to their other souped up abilities? They do. They start he game with every technology other than logistics. (Makes them easier to defeat if you can gang up on them, since they can't build fleets until they research logistics.)

Are there any ships defending the planet? If so, you need to destroy those ships before you can use a transport to invade it. Actually there is a bug that you don't need to destroy the defenders if you are not already at war with the race. But this will be fixed with the next release.

The "United Planet" tab under the Foreign Policy screen will show all races and their votes - even after they have been conquered/eliminated - in the beta 2 version.
Actually, you don't even need attack capable ships in your fleet (I just checked). Just attack a race that you are not already at war with with transports, and you will not only bypass their defenses, but will also gain any ships that they had in orbit as your own when you win.
I have figured out how to reproduce the invasion bug. Build any fleet with at least one troop transport and at least one attack capable ship. Use that fleet to attack any defended planet of a race that you are not currently at war with. The screen will come up to ask you if you want to declare war, and after you say yes the transport will completely ignore the defending ships and will perform a traditional ground war with the population. I'll try this when I get home, but I think the 'invasion bug' is caused by attacking a race in which you are not already at war with a fleet that includes both transports and fighters. You won't be given an option for which kind of warfare you plan on using (You are forced to use traditional ground warfare), but if you win, you will be given control of the other races ships that were in orbit. I'll post here how my test goes.

The ship bonuses affect the Attack and Defense values of any ship you build there. They increase by the amount that you choose in the bonus.
actualy 1 square doesnt = a parsec. 1 parsec is one of the squares on the mini map. Ya one of those big squares, those are the parsecs. I built 2 or 3 starbases to extend my range to the lower right corner as quickly as I could, and attacked before they could properly defend themselves. This is a good strategy for the next mission too, because the dreadlords will start with no defenses on their planet, so you can take it without a fight if you act quickly enough.
I'd settle for an option to declare war without first blowing something up. Oh, and to go onto the trade screen and use the treat of war as a bargaining chip. That'd be nice. If you ask for sometihng from someone that you have poor relations with, this will often be veiwed as a threat. If you have go
