I'm not entirely sure about unsafe, but it's definitely intrusive, bulky (in terms of system resources), unfriendly and generally poorly developed. I would suggest ANY OTHER virus program out there, free or paid, would outperform it in every way. You should categorize Norton as unsafe, and remove it from your computer.
Actually, I was assuming you lose your existing installation when you sell. But looking at it as a buyer, if I buy a "used" digital copy, it's exactly the same as a new. If I buy a used physical copy, I risk missing manuals, or even damaged disks. There'd be almost no reason to ever buy new again. Would kinda shred the market.
Frankly, I wouldn't be surprised to see Steam (and other digital retailers) simply stop selling to the EU given that ruling. If people can start re-selling digital copies (which unlike buying a used physical copy, has absolutely no downside), it might no longer be practical for them to bother with that market.

I'm afraid I don't have fancy pictures like Hawawaa, but as a very minor suggestion, it would be nice if the game created an autosave (that didn't get overwritten) right at the beginning (turn 0?) of a new game. This came up mostly because my game crashed on turn 1 and I liked the starting position, but also comes in handy for sharing cool games with people.
Master of Orion 3, much like Sword of the Stars 2, never happened. There's this strange large portion of the community that is convinced they were released, but I know better. Never happened.
