I bought three of the DLC and that caused an update.

I bought and installed FH:LH on 9-10-14, after the 1.7b update. I have no DLC. According to Steam, I have build ID 348389 (1.7), not 378744 (1.7b). I have verified the game cache several times and the game will not update. How can I get the game updated? I followed the instructions from Stardock and it did not work (see below).
