Whats also strange is the percent of batches that aren't GPU bound. With DX12 they should all be close to 100% Have you tried verifying game cache, as well as re-gening a new settings.ini and seeing if there is any improvement?

Try verifying the game cache through Steam, as well as deleting your settings.ini from My Games\Ashes of the Singularity (it should replace itself with a new one the next time you launch the game).

Are you trying to create a system with existing planet names? (i.e. Earth, Mars, etc.) or a brand new system?
