I conquered an enemy AI city. The enemy had two armies since it must have reached max size for the army. After conquering, the enemy soverign (who must not have been in the city army) was still in the city, even though the city was mine. I moved a unit and could not move it back in without attacking the enemy. Had to raze the city (was anyway planning to in some turns) Is this standard behaviour?
