it was deleted by windows defender :( so not in wastebasket and how to verify the integrity have i to re install the game ??

hi i am user of windows 8 and i also play lords of shadow 2 on my system one day i accidentally deleted the file steam_api.dll . then i downloaded it again but the game is not running [e digicons]X([/e] [e digicons]X([/e] a windows open with the message "steam must be running to run this game" please help me to solve my problem
