How do i play LE without having Steam running?, i get a steam apps CTD, run time error so *think its Steam casing the ctds, but if playing offline, i hope the problem will cease.

How do i mod the following: Village/Town etc, growth amount required for next level. Tech values so as to lengthen the time to research the tech. Currently ussing 1.7 with CoS and Xtradeconstruct champion bonanza
