A Perfect start isn't what i'm looking for but neither is being limited to 1 city

So here's how a normal game of LH goes for me. 1. Start game. 2. Restart until I get a spot I like. 3. Scout a couple turns until I realise there is nowhere to expand to within 20 tiles. 4. Repeat 2-3 until I just turn the game off.
