does anyone know : do Darkling Camps become Darkling Villages over Time ?

I am Empire, so thats not the problem. I looked it up, there are Wildling Camps and Villages. Villages have the options to build or raze (witch i cant do because i am empire ) But there are no Darkling Villages, only Camps. Do Camps become Villages over time ? Last Game there where many villages, but this time not a single one ( I play on the biggest map size ).

I am new to this Game, seached older Posts but could not find a answer. I have sufficent Influence and Money, but i cant build Darkling Villages to recruit Darklings. I have researched up to Wildland Allies ( might not be neccessary ) Is there a Difference between Darkling Camps and Villages ? I have no Idea whats missing
