I did a test of all of this when I first got it and no, you can't have more than one path. I used the cheats to level a guy to 100, once I had acquired all of the talents the screen would just have me click the continue button without picking anything. Kinda made me sad :(. Same as Joeball123 on the proficiency thing, as far as I can tell there is no other way to get the proficiencies.
