There are some creative uses of raise/lower land that you can also use to expand settlement options, especially land nearby existing resources, such as shards, wild grain, etc. If you are in a starting location that looks rather dead a good idea might be to build a ton of zone of control expanding buildings to open up your expansion options.

Ultimately its tied to your city/production routes much more than a melee based character is. So city spamming is much more important. However the long term benefits far outweigh the initial difficulty. I didn't see this mentioned in the previous seven pages, but is definitely an annoying item. When your army is garrisoned inside a city your power rating takes a drop. Take that same army outside of the city and guard them on a tile, and your power rating jumps up. Of course you must end turn for the updated power rating, but I've noticed as high as an 80 power drop with a veteran army.
