You were right the ship was still on explore, I thought I had cancelled the explore. Once I got the ship out of the explore mode it worked better an I was able to load more units on to the ship. However, in chapter 8 there are only three beaches at which to land your ship. One is at your home city, the other was on some isolated desert island and the last on the coast southeast of your city. I am new to the game but there seems to be a growing instability in the game itself. For instance my transport ship goes off by itself and not where I send it. I dock the ship and I can't get to sit still long enough to board it. I am on chapter 8 using the King of Resoln. Also my city just went to sleep, it will let me train but I can't build anything.
