yeah, I don't like overwriting core files either. that issue should hopefully be fixed in 1.1.
movement boost and unrest penalty. the way I see it, it will just mean the early game will be even more about the sov, slowing down production and research doesn't make the game more fun imo. worse, civics tech will become even more of a no-brainer due to no innate growth from the sov.

I think you should reconsider point 1. of the changelog, all the rest sounds very agreeable but this one is a big difference which is definitely debateable. I'd separate it from the rest :)
and it's still of little use if the AI doesn't understand manual road building :D
would it be possible to expand this mod to the new stormworld rivers?
could unused ( i.e. not helping any city grow ) faction prestige get converted to influence? it's a bit lame atm when it just goes to waste. the espionage mod already provides an additional use for influence if excessive influence becomes an issue. also, city influence could be used to fuel snaking a la culture in civ.

if you've tested and dodging indeed doesn't work, then resist is good but I'd link it to ranged dodge instead of defense if possible. ( defense should still reduce the damage as it does for arrows, right? ) how does ranged dodge work btw? is it standalone or does it get added to base dodge?
what's the deal with the various stormworld items available for sov customization? most require a high level, seems kinda useless. I'd rather have moar faction traits from the SW factions ( flexible ideology anyone? :D )
hopefully you can fix that "knife damage gets added to melee damage" issue, it's a pretty big drawback right now ;) also I really don't like the resist feature, being able to dodge these already seems enough.
could this trait be split between Betrayers and Silvertongue each costing 1 point, for more flexible faction customization? Thanks in advance :)

you could give the mancers a unique version of the roadbuilder that doesn't require wage to balance things out :)
Tuidjy: I can't create the leader you describe the OP due to not having enough points ( need one more ) . did they reduce faction points for custom leaders?
