I think an issue with the unit designer is that the penalties for encumbrance is minor compared to the gains from more armor, at least for melee. A melee unit at 80% encumbrance (more armor) is almost always better than a unit with the same traits at 40% encumbrance and +2 initiative. This leads to armies that are dominated by melee troops with the heaviest possible armor, since they have superior or equal survivability in every scenario. There is almost no downside to expanding as population is quickly capped in the early game. I think the problem can be mitigated by making unrest scale with expansion. Once a city is contiguous to your capital it only produces 22% unrest which is easily covered by the belltower + cleric, or at most one more 10% building. There is no need to have any more unrest reduction unless you want to raise the tax rate (which is not beneficial until much later in the game). The game need
Surrendered sovereigns also do not appear in the enchantments list (clicking on the mana tab at the top), so you cannot toggle off their active enchantments to save mana.
When your caravan completes the required number of trips to the other capital city you will get a larger gold bonus in your capital. IE 10% bonus gold becomes 14%. The required number of trips is very high and they get killed a lot during wartime so you'll only see this when the other capital is very close to yours in a long game.
