Playing the test branch on steam with TEC Primacy, the Civic University and Military Research base aren't granting any research points. Anyone else having this issue?

Mod installation problem in Technical Sins Forums

I just recently got a new computer with windows 8 and tried playing a new mod i got for sins of a solar empire rebellion. I downloaded the file and dropped it into Rebellions mod folder. When i launched the game and went to activate the mod I could not find it in the mod list. Ive tried multiple mods but none of them show up. help?
