In the campaign I've noticed various issues with unit stacking as well. It seems a little inconsistent. It's hard to figure out exactly how many units can stack when having a mix of heroes and normal units. On map 2 trying to use the boat it's hard to figure out how many units are allowed to board, but the game does unstack excess units when overloaded.
