I wonder if it governs how much of an advantage the AI gets in diplomatic trades.

I noticed that when you mod in a custom difficulty it is available for selection for both the world difficulty setting and the AI players difficulty settings. World difficulty as I understand it controls the difficulty of monsters and how plentiful resources are. But what would setting world difficulty to a custom difficulty do? Do all custom difficulties default to normal or something?

If I increase the PrestigePenaltyPerCity will the AI (on 1.19 or 1.2) be able to account for that?

You know I thought about it some more and I'm liking your proposal. Let's hope they incorporate it or something like it for 1.2

Well to be comprehensive, a weapon would have a chance to hit and then if it hits, a chance to penetrate, and then if it penetrates it would do some amount of damage. The difference between chance to hit and chance to penetrate would be that chance to penetrate would be governed by attack and defense whereas chance to hit as I understand it is just governed by dodge. But I doubt the developers would change their equations that much. Instead

Defense doesn't increase dodge but defense would decrease the chance to penetrate so they wouldn't be the same thing.

Perhaps a better way to balance this would be to separate penetration from damage. So a weapon has a chance to penetrate and if it penetrates then it does damage. Then you could have armor reduce each separately but not below a minimum chance to penetrate and a minimum damage.
11) Periodically, my city names on the 3D zoomed in level will show up as opponent city names and colors. Everything internally seems to be fine, but the name and color of my city is now the opponents. Building something new seems to reset it, but it eventually goes back to a random other city name.
Is there a fix for this? I'm having this very same problem in 1.11. Is this fixed in a beta patch?

This happens about half the time I play the game now. Not sure what is causing it. Sometimes it happens almost right away; other times, after playing a while. You'll notice that the faction borders and city colors don't match and that some cities have randomly changed their names and colors to other city names. When I click on the city, the correct name appears at the bottom, but not on the map. The only way to fix this is to either rename the city (to the same n

1. Is there a way to install mods manually? I can't login in game to the mod library for some reason. 2. Whenever I make a custom faction, no matter what bonuses I give it, it is able to train Experienced units even though it doesn't have the Training technology. When I check what technologies it has completed, it doesn't have the Training technology, yet it is able to train Experienced units. Is this a bug?

My system resolution is 1920x1080. My game resolution is 1768 x 992 (windowed -- btw when windowed mouse edge scrolling does not work at all) But I think the important variable is that I made a custom sovereign which has as you can see a lot of Strengths.

I can't view all of the sovereign's stats (for ex. intelligence) because it doesn't fit on the page and there is no button on the bottom right corner to turn the page.
